🤯 Handyman vs HDB Plumber vs PUB Plumber? cover image

If you’re trying to figure out whether you need a PUB licensed plumber, a HDB licensed plumber, or if a handyman will do, you’re not alone.

In Singapore, hiring the right professional for your plumbing needs is critical—not just for your peace of mind, but also to avoid breaking the law.

In this article, I’ll be sharing:

  • The confusing truth about licensed plumbers in Singapore
  • The difference between PUB licensed plumbers and so-called "HDB licensed plumbers"
  • A step-by-step guide to verify if your plumber is licensed before you engage them
  • Common HDB plumbing services where a handyman is good enough
  • The easiest way to find a PUB licensed plumber or handyman

What Does a Licensed Plumber Mean in Singapore?

A licensed plumber in Singapore is one that’s officially approved by the Public Utilities Board (PUB) to perform plumbing services. Licensed plumbers need to adhere to stringent technical requirements, water quality guidelines, and safety standards set by the PUB.

Regulated water service and sanitary plumbing works in Singapore need to be conducted by licensed plumbers. In fact, it is an offence to employ a plumber who is not licensed by PUB to perform such plumbing services.

But here’s where it gets tricky: Not all Housing & Development Board (HDB) plumbing services require a licensed plumber. Basic tasks, like replacing a tap, can be handled by a handyman. I'll talk more about this later in this article.

PUB Licensed Plumber vs HDB Licensed Plumber: Is There a Difference?

There’s actually no such thing as a "HDB licensed plumber" or "HDB approved plumber". If you’ve seen plumbers advertising themselves this way, here’s what’s happening:

  • PUB licensed plumbers are qualified to perform regulated plumbing services
  • "HDB licensed plumber" or "HDB approved plumber" are just marketing terms used by those who provide plumbing services for HDB flats.

Here’s another source of confusion: HDB maintains a Directory of Renovation Contractors (DRC). These contractors deal with broader renovation work in HDB flats, such as interior design.

While they're familiar with HDB regulations and structural guidelines, they’re not plumbers.

When these renovation contractors need HDB plumbing services, they may work with PUB licensed plumbers to handle that part of the project. This collaboration ensures both structural and plumbing changes meet safety and quality standards.

Bottom line: Always ask if the plumber you’re hiring is PUB licensed. Don’t fall for the “HDB licensed plumber” or "HDB approved plumber" label.

How to Verify a Plumber’s PUB Licence in Singapore

If you want to know for sure that your plumber is licensed, there’s a simple way to check. PUB offers an online search tool where you can confirm if your plumber is authorised to perform water service and sanitary plumbing services.

Here’s what to do:

  1. Ask your plumber for their name and/or PUB license number
  2. Go to PUB’s online search tool
  3. Enter the details to verify their credentials

The plumber will show up in PUB's system as long as he is a registered plumber.

Pro tip: Make sure your plumber is licensed for the specific HDB plumbing services you need. Some plumbers might only be licensed for certain tasks, like chamber inspection and sanitary installation, but not water tank cleaning. PUB’s tool will show you their scope of work.

This verification process is not limited to homeowners. It also benefits interior designers who require competent plumber services for HDB renovation projects.

Skipping this step could cost you more than just peace of mind—it could lead to subpar work or even legal trouble.

HDB Plumbing Services That a Handyman Can Handle

Not all HDB plumbing services in Singapore require a licensed plumber. A handyman can get the job done for simple works.

Here are some HDB plumbing services that don’t require a PUB licensed plumber.

  1. Replacement or removal of a tap or mixer
  2. Replacement or removal of accessories attached to a tap. This includes shower hoses, shower heads, and connecting hoses for washing machines and dishwashers.
  3. Replacement or removal of pipes situated between a stop valve and an instant water heater
  4. Replacement or removal of components in a flushing cistern
  5. Installation, replacement, or removal of a sink, bathtub, shower tray, shower enclosure, floor waste outlet, or pipe connected to a floor trap
  6. Replacement of floor trap and floor waste cover
  7. Removing blockages from floor traps, water closets, and other sanitary appliances
  8. Cleaning and flushing pipes, fittings, traps, pumps, and other essential components that transport sewage
